What this shows
- 58,85,867 cognizable crimes were registered in India in 2024, 418.9 per lakh people, down from 62,41,569 (448.3) in 2023: 35,44,608 under the IPC and BNS and 23,41,259 under Special and Local Laws.
- Hurt cases fell from 6,36,767 in 2023 to 4,41,996 in 2024; NCRB attributes this partly to the BNS merging the hurt sections and leaving out simple hurt, which is non-cognizable, so read the 2024 fall with the change of law in mind.
- Kerala (1,389.0 per lakh) and Delhi (1,360.2) had the highest rates in 2024. NCRB cautions that more registration can come from citizen-friendly policing such as e-FIRs and help desks, and that states should not be compared on these figures alone.

What exactly is measured
Cognizable crimes registered by the police per lakh population: cases under the Indian Penal Code (from 1 July 2024 the Bharatiya Nyaya Sanhita) plus Special and Local Laws, from the National Crime Records Bureau's Crime in India. It counts crimes registered, not crimes committed, so easier reporting can raise it. 2024 is the first year partly under the BNS, and NCRB attributes part of the 2024 fall to the new law's changes to the hurt sections, so 2024 is not fully comparable with earlier years. Every rate uses the same population projections (July 2020).
