What this shows

  • Households paid 43.4% of India's total health expenditure out of pocket in 2022-23 (₹3,82,629 crore, ₹2,767 per person), up from 39.4% in 2021-22 but below 48.8% in 2017-18.
  • The 2021-22 low reflects one-time COVID-19 government spending: government health expenditure rose to 48.0% of total health expenditure that year and was 43.7% in 2022-23.
  • The Health Ministry compares 2022-23 with 64.2% in 2013-14, the first NHA year; estimates before 2017-18 used an older household survey (NSS 71st round), so that comparison mixes two sources.

What exactly is measured

Households' out-of-pocket spending on health (paid directly by households when they receive care) as a share of total health expenditure, from the National Health Accounts of the Health Ministry. It does not depend on the GDP series. From 2017-18 the estimates take household spending from the NSS 75th round (2017-18); earlier editions used the 71st round (2014), so years before 2017-18 are not shown.
